Book with a licensed operator, always
Thailand requires every tour business to hold a licence from the Bureau of Tourism Business and Guide Registration (TBGR). Plenty of websites sell Phuket tours without one. A licence is your assurance that the company behind the booking is real, registered and answerable to the Thai authorities.

Where does the application take place?
To operate a tourism business in Thailand, a licence must be obtained from the Bureau of Tourism Business and Guide Registration (TBGR) under the Office of Tourism Development. Applications are lodged there with full supporting documents.
Who needs a TAT licence?
Any business that provides or arranges services connected with tourism inside or outside the Kingdom, including:
- Tour businesses
- Tourist accommodation
- Restaurants, service places and resorts for tourists
- Sale of souvenirs or other goods for tourists
- Sports for tourists
- Exhibitions, shows, trade fairs and promotional activities that encourage tourism
Who is eligible to apply?
Travel and tour-guide business is a restricted activity under the Foreign Business Act, so a foreigner wishing to offer tourism services must incorporate a Thai limited company to apply. To qualify, the company must:
- Have an office in Thailand and be registered under Thai law with a tourism objective
- Have at least 51 percent of shares held by Thai natural persons
- Have a majority of Thai directors
- Have authorised director(s) who are Thai nationals, at least 20 years old, resident in the Kingdom, not bankrupt and not incompetent or quasi-incompetent
- Not have had a licence suspended or revoked — and if revoked, not within the last five years
What documents are required?
- Company registration documents
- ID card and tabien baan (house registration) of the company director
- The security deposit
- Photographs of the company premises
- Proof of office ownership or lease
How much is the security deposit?
Once an application is approved, a deposit must be lodged in cash, as a bank guarantee, or as a government or state-enterprise bond, at the level for the licence category:

How long does approval take?
Roughly one month from the submission of a complete application. During that period the operator may not commence business; doing so can result in a fine.
How long is a licence valid?
Two years from the date of issue. Renewal must be applied for within 120 days before expiry, and if the business is dissolved the licence must be returned within 30 days.
